To ask the Secretary of State for the Home Department what assessment he has made of the difference between the unit costs per prisoner movement specified in the contract with Group 4 escort services and the actual costs per prisoner movement to date.

Responsibility for this matter has been delegated to the director general of the Prison Service, who has been asked to arrange for a reply to be given.

The Home Secretary has asked me to reply to your recent Parliamentary Question about unit costs per prisoner movement for the court escort service. The court escort contract is not based on a unit cost per prisoner movement since costs are related not only to the number of prisoner movements, but also to the geographical distribution and the length of the journeys involved. The contract price is based on an estimate of the peak demand and distribution of journeys with which the contractor is expected to cope.
