To ask the Secretary of State for the Environment if he will make it his policy to introduce new guidelines to local authorities concerning the implementation of the hardship clause on uniform business rates payments within the Local Government Finance Act 1988.

My right hon. Friend has no plans to alter or replace the existing guidance.
