§ Mr. Jonathan EvansTo ask the Minister of Agriculture, Fisheries and Food what proposals she intends to bring forward for allocation of quota to sheep producers who are new entrants and those whose claims for sheep annual premium in 1991 were reduced by exceptional factors.
§ Mr. JackThese two categories of sheep producer were included in the proposed categories of eligibility for the national reserve about which we consulted the industry earlier this year. The details are currently being finalised. The amounts of quota in the reserve will be limited.
§ Mr. RendelTo ask the Minister of Agriculture, Fisheries and Food whether the forms for extra allocations for sheep quotas from the national reserve will be issued before the 6 August cut-off date for quota transfers.
§ Mr. JackThe details of the national reserve categories are currently being finalised and the necessary national legislation will be made later in the summer. Applications to the national reserve will not be invited before 6 August. A letter has been sent to all known sheep producers giving guidance about the rules that will operate if they acquire quota by transfer or lease and apply for an allocation from the national reserve.
