To ask the President of the Board of Trade what are the present export guidelines for(a) anthrax vaccine and (b) penicillin.

Mr. Needham

[holding answer 26 July 1993]: The Export of Goods (Control) Order 1992, as amended, controls the export of certain isolated live cultures in the form of vaccines, including bacillus anthracis. As such, an export licence is required. There is no similar control on the export of penicillin.

To ask the President of the Board of Trade what restrictions exist for the export of raw materials for the production of medicine to the Federal Republic of Yugoslavia; and if he will make a statement.

[holding answer 26 July 1993]: All exports of humanitarian aid to Serbia or Montenegro must be licensed by the Department of Trade and Industry and accompanied by a letter of authorisation from the United Nations sanctions committee.

The UN sanctions committee automatically agrees to the export of finished medicines to Serbia and Montenegro. The export of medical raw materials and precursors is considered on a case-by-case basis.
