§ Mr. GoodladWe raised with the Russian authorities on 15 July our concern at the passing by the Russian Supreme Soviet the previous day of an amendment of the 1990 law on freedom of religion. 'We have drawn attention to Russia's international commitments under the CSCE documents in relation to religious freedom and the free passage of information and urged that the new legislation, which has not yet received the president's signature, should not be brought into force.
