Whether they consider themselves bound by the European Convention on the Protection of the Archaeological Heritage (revised) which they signed on 16th January 1993, (but have not ratified), Article 5 of which requires signatories to ensure the "integrated conservation of the archaeological heritage"; and

Viscount AstorThe convention will not come into effect until six months after the date on which four states, including at least three member states of the Council of Europe, have ratified it. So far only two have done so.
