What consideration has been given by the EC Development Council to the proposal for a Special Initiative for Africa and what the outcome of any such consideration has so far been.

As I advised the House on 8th June 1993 (cols.WA53 and WA54), the Development Council on 25th May 1993 adopted conclusions on the Special Initiative for Africa. Work is now in progress to identify suitable rehabilitation projects for the 100 mecu which has been allocated for immediate use.
