§ Mr. Douglas HoggRelations with Azerbaijan have been good. We are however concerned by the recent upheavals in Azerbaijan and, together with our EC partners, have called on the leading political figures in Azerbaijan to resolve the present crisis peacefully and constitutionally. We are also concerned at the effects 549W which the present crisis is having on efforts to end the conflict in Nagorno-Karabakh. We are urging all sides to the conflict to implement the CSCE plan to which they have already agreed.
