§ Dr. MawhinneyThe Department's discussion document on the effect of tobacco advertising on tobacco consumption was published on 28 October 1992. Comments on the report have been invited before 29 January 1993. It is unclear whether additional restrictions on tobacco advertising in the United Kingdom would contribute to a further reduction in tobacco consumption given the fall in smoking in the United Kingdom from 45 per cent. of the population in 1974 to 30 per cent. in 1990, and the existing controls on tobacco advertising through the voluntary agreement on tobacco advertising and promotion.
