To ask the Secretary of State for Employment what steps she is taking to implement the requirements of European Council directive 92–57 of 24 June 1992 concerning safety and health requirements at temporary or mobile work sites; what requirements are laid down for regulatory action; and what further parliamentary action may be necessary.

The Health and Safety Commission has already published a consultative document on proposed new Construction (Design and Management) Regulations and an approved code of practice to implement the main requirements of the temporary or mobile construction sites directive. A copy has been placed in the Library of the House. A further consultative document will be issued later this year to implement the technical requirements of annex IV of the directive. These documents effectively set out the requirements for regulatory action.

Both sets of implementing regulations proposed by the HSC would be made under the Health and Safety at Work etc. Act 1974 and laid before the House and in the usual way subject to negative resolution. My right hon. and learned Friend the Home Secretary will be responsible for implementation of the fire safety aspects of the directive.
