To ask the Secretary of State for Wales what studies he has undertaken to establish the cost-effectiveness of a unitary system of local government in Wales; and if he will publish as much information as he has.

I commissioned Touche Ross Management Consultants to produce a report on the financial implications of a move to a system of unitary authorities. The report was published in March 1992 and a copy is available in the Library of the House.

To ask the Secretary of State for Wales what investigation he has undertaken to establish the transitional costs of the reorganisation of Welsh local government; and what plans he has to publish his findings.

I have commissioned Touche Ross Management Consultants to undertake a study of the transitional costs of Welsh local government reorganisation.

I plan to publish the report and place a copy in the Library of the House.
