§ Mr. AitkenAll information on individual arms exports is normally judged to be a commercial matter between the customer government and the commercial firm concerned. However, in exceptional circumstances such as those surrounding the conflicts with Argentina and Iraq, when the information concerned is no longer commercially sensitive, this rule may be overriden.
