To ask the Secretary of State for the Environment what has been the level of collection of the community charge in Essex in each year in which the charge has been in force.

The latest information available to the Department on the level of collection of the community charge for the local authorities in the county of Essex is as follows:

smoke, a further year's data have been obtained from the national monitoring network, for two sites in the Greenwich area. The annual average black smoke concentrations (in microgrammes per cubic metre) for the last five years are as follows:

1991–92	12	9

Site 1 is at West Greenwich branch library, Greenwich High road, London SE10; site 2 is at Shrewsbury house, Bushmoor crescent, Plumstead, London SE18.
