§ Mr. JackThe Government are concerned about recidivism generally. In particular, we believe that more could and should be done to deal with the problem of persistent offending by what appears to be a comparatively small number of juvenile offenders. We are therefore looking urgently and critically at the existing legal and administrative arrangements for responding to juvenile offending.
