§ Mr. Kenneth ClarkeOperational responsibility for the investigation of the terrorist incidents in central Manchester on 3 December rests with the Greater Manchester police, who are able to draw on any assistance which they might require from the Metropolitan police anti-terrorist branch. I have every confidence that, as in the investigation of other forms of crime, the police are well equipped to carry out this responsibility.
