§ Mr. ButterfillTo ask the Chancellor of the Exchequer what measures he is taking to control the growth in the number of white collar staff in Government Departments.
§ Mr. PortilloDepartments' use of staff resources is controlled through limits placed on their running costs expenditure. Running costs provision and staffing plans are set out in the statistical supplement to the 1992 autumn statement (Cm. 2219). These imply a fall from 569,000 civil servants in 1992–93 to 553,000 in 1995–96. The Government have also announced, in the "Citizen's Charter: First Report" (Cm. 2101), market-testing targets covering activities currently performed by over 40,000 civil servants.
