§ Mr. MorganTo ask the Secretary of State for Employment how many training and enterprise councils have had surpluses in excess of £1 million in(a) 1990–91 and (b) 1991–92; and if he will list them.
§ Mr. McLoughlinTraining and enterprise councils may earn surpluses by the effective use of some of the funds made available to them by the Department, to meet their needs for adequate reserves for their day-to-day commitments as companies, to finance any advances in funding they make to their training providers and to reinvest in local training, education and enterprise activities. Under their contracts, they can use their surpluses only on activities agreed with the Department to further the objectives in their plans. The surpluses held by each TEC for both 1990–91 and 1991–92 may be seen in their published accounts, which are available in the Library.
