The following local authorities had not adopted the 1976 Act by 18 February 1993:
- Aberconwy District Council
- Bridgnorth District Council
- Broxbourne Borough Council
- Epping Forest District Council
- Glanford Borough Council
- Leominster District Council
- Mid Devon District Council
- Mid Suffolk District Council
- Monmouth District Council
- Newbury District Council
- Radnor District Council
- Rother District Council
- South Buckinghamshire District Council
- South Staffordshire District Council
- West Lindsey District Council
Unless there is a local Act in force which contains a provision requiring them to be satisfied as to the fitness of an applicant, councils that have not adopted the 1976 Act cannot require a criminal record check of hackney carriage or private hire vehicle driver licence applicants.
