§ Mr. Robin SquireLocal authorities report the numbers of their own dwellings that are vacant in their annual housing investment programme (HIP1) returns. At 1 April 1992 Tower Hamlets reported 1,703 of their dwellings as empty, 4.2 per cent. of their dwelling stock. The comparable percentage for the other London boroughs is 2.3 per cent.
