§ Mr. WaldegraveThis report was prepared on the basis that views expressed by the federal and provincial governments concerned were given in confidence. They would need to be consulted before the report was made generally available. However, an article by Mr. Hazell based on the reports was published in the summer 1989 issue of the quarterly journal of the Royal Institute of Public Administration.
