§ Mr. ChisholmTo ask the Secretary of State for Scotland what calculations underlay his estimate of the amount to be gathered from council house sales receipts in 1993–94 in Edinburgh district.
§ Lord James Douglas-Hamilton[holding answer of 5 February 1993]: The provisional estimate of capital receipts on Edinburgh district council's housing revenue account block in 1993–94 is £17.860 million, including £15.061 million from the sale of council houses under the right to buy.
The estimate of RTB receipts has been compiled by multiplying the expected number of RTB sales—1,141—by the expected average RTB selling price of £13,200. The number of RTB sales has been derived by applying a take-up percentage—68 per cent.—to the number of RTB applications—1,678—expected to be made to the district council during the period from 1 October 1992 and 30 September 1993. The expected number of RTB applications to be made during this period is based on the of such applications—859—made between 1 April 1992 and 30 September 1992 which has been grossed up to an annual basis taking account of seasonal variations. The expected average RTB selling price and the take-up percentage are projections of the trends in such factors for the district council in recent years.
The provisional estimates for 1993–94 will be reviewed before the end of March in the light of representations received from local authorities and in the light of the latest available information on RTB trends.
