§ The Prime MinisterI discussed the situation in Kashmir with the Indian Prime Minister. I restated our view that the best way forward is through dialogue between India and Pakistan; improvement in human rights and a genuine political process in Kashmir; and an end to all external support for violence in Kashmir. Mr. Narasimha Rao assured me of his determination to hold elections in Kashmir as soon as possible and of his commitment to respect for human rights.
