To ask the Secretary of State for the Environment what further guidance he is giving to the Local Government Commission for England in relation to sections 17, 18 and 19 of the policy guidance notes published last June; and if he will make a statement.

We do not propose to issue further guidance on these matters at present.

Mr. Nigel Jones

To ask the Secretary of State for the Environment what arrangements he will make to transfer assets and liabilities from local authorities which cease to exist as a result of the Local Government Commission's review to existing or new authorities; and if he will make a statement.

The Local Government Act 1992 provides for the Secretary of State to establish one or more residuary bodies if necessary to take over any property, rights or liabilities, and any related functions from local authorities which cease to exist as a result of the Local Government Commission's recommendations.
