Letter from M. E. G. Fogden to Mr. Alan Milburn, dated 17 December 1993: The Secretary of State has asked me to reply to your question about which organisations have tended to manage Jobclubs in 1038W Scotland and the North East of England under his market-testing initiative; which have been shortlisted; and when a decision will be made to award contracts. A total of 168 organisations expressed an interest in bidding to run Employment Service (ES) Jobclub Services in Scotland and 102 in the ES Northern region, under the Employment Service's market testing programme. A list of these organisations is attached. In addition, a further 48 organisations expressed an interest in bidding in two or more ES Regions. A list of those organisations is also attached. These may or may not have bid for Jobclub Services in Scotland and ES Northern Region; this information is not available without considerable research which would be at disproportionate cost. There was no shortlisting undertaken for the Jobclubs market test and therefore all organisations on the attached list were bidders and were evaluated against strict criteria involving performance assessment, commercial assessment and risk assessment. The decision on award of contracts for this market test is currently being discussed, and results will be announced early in the New Year. I hope this is helpful.
