To ask the Secretary of State for the Environment how many new unitary authorities he plans to create; and how many will straddle review areas.

This information will not be available until the Local Government Commission has made recommendations to my right hon. Friend about local government structure for all the shire counties of England; and Parliament has approved all the orders, to be made under section 17 of the Local Government Act 1992, giving effect to those recommendations.

To ask the Secretary of State for the Environment if he will make it his policy to make York and Harrogate unitary local authorities.

The Local Government Commission is due to complete its final report to my right hon. Friend on the structure of local government in Humberside, Lincolnshire and North Yorkshire by 23 January 1994. Once the commission has published its report, my right hon. Friend will consider its recommendations and any representations which he receives about them, before taking any decision about the future structure of local government in North Yorkshire.
