But after seventeen Rounds of talks, the pressures of the legislative timetable have obliged the Governor to introduce draft legislation today into the Legislative Council covering the more urgent issues. Our aim was to gain a little more time to continue talks with China on the remaining electoral issues. We remain ready for further talks. Co-operation between Britain and China is the best way of securing a smooth transition for Hong Kong in 1997.
