§ Mr. Heathcoat-AmoryThe provisions of title V—common foreign and security policy—of the treaty on European Union, which came into force on 1 November, introduce some new mechanisms to make intergovernmental co-operation among the member states on foreign policy more efficient. Chapter IV of the report on implementation of the treaty on European Union, which was agreed at the Brussels European Council on 29 October, sets out some of the practical details of implementation of the provisions of title V.
