To ask the Secretary of State for Transport if he will state, for each of the executive non-departmental bodies sponsored by his Department, whether the public has a statutory right to attend all board or committee meetings and to inspect(a) the minutes of meetings, (b) the annual reports and (c) the annual accounts.

There is no statutory right for the public to attend board or committee meetings of the executive non-departmental public bodies sponsored by the Department or to inspect minutes of meetings. The Traffic Director for London is required by statute to submit an annual report and statement of accounts, a copy of which my right hon. Friend is required to lay before each House of Parliament. Copies are available on request from the Traffic Director. My right hon. Friend is responsible for producing the general lighthouse fund accounts. The fund's accounts consolidate the accounts of the three general lighthouse authorities; the Corporation of Trinity House, the Commissioners of Northern Lighthouses and the Commissioners of Irish Lights. These accounts are laid before Parliament and are published by HMSO.
