§ Mr. Heathcoat-AmoryThe special Foreign Affairs Council on 2 December did not discuss the implications for the environment of the general agreement on tariffs and trade. The existing GATT system allows for trade-restrictive measures to protect the environment, under certain conditions. The proposed Uruguay round agreement would strengthen the ability of the international trading system to respond to environmental concerns.
