They exclude administrative support in the hospital departments and at other local levels which is regarded as operational. 2 The figures for 1989–90 and 1990–91 are not comparable with the figures for 1991–92. This is because of the introduction of capital charges and changes to accounting policies following the introduction of the internal market. 3Costs for the national health service management executive are included in the Department of Health figures. 4Not available.
