§ Mr. Charles WardlePublic expenditure on the criminal justice system in England and Wales in 1991–92 was £8.7 billion. Of that sum, £5.4 billion was expenditure on the police, one of whose key functions is crime prevention. Estimated expenditure on all aspects of crime prevention was £167 million in that year, of which Home Office expenditure was £15.6 million.
