§ Mr. BurtEligibility for HRP is dependent on entitlement to certain benefits, primarily child benefit. To avoid double provision from public funds for the cost of child care, child benefit is not paid to foster carers who receive an allowance from the local authority. Consequently HRP is not available in these cases.
