§ Mr. Llew SmithTo ask the Secretary of State for Foreign and Commonwealth Affairs what representations Her Majesty's Government have received from(a) foreign Governments, (b) foreign parliamentarians and (c) foreign non-governmental organisations in regard to the proliferation and nuclear materials safeguards problems posed by the planned opening of the thermal oxide reprocessing plant at Sellafield.
§ Mr. Douglas HoggSince the THORP project was approved by Parliament in 1978 we have received a number of such representations from abroad, especially in categories B and C of the question. We recognise their non-proliferation responsibilities and would not permit any plutonium to be exported from THORP unless they were satisfied that the material would not be misused.
