§ Mr. HuttonTo ask the Secretary of State for Foreign and Commonwealth Affairs what plans he has to discuss security guarantees at the meeting of the preparatory committee for the non-proliferation treaty extension conference to be held in New York in May; and if he will make a statement.
§ Mr. Douglas HoggNon-nuclear weapon states which are parties to the non-proliferation treaty benefit from positive and negative British security guarantees. In our view, the first preparatory committee for the nonproliferation treaty extension conference should concentrate on procedural matters. We have no plans to discuss security guarantees at that meeting.
