As Chief Executive of the Benefits Agency, it is the responsibility of Mr. Michael Bichard to answer questions about relevant operational matters. However, as Mr. Bichard is away at the moment I am replying on his behalf to your recent Parliamentary Question to the Secretary of State for Social Security asking whether, in the case of Mrs. Vera Vogel, acting on behalf of the late Mrs. Ivy Garrett, ZP379254C (a) the letter from Mrs. S. Scholfield dated 9 March or (b) the letter dated 12 March from the Attendance Allowance Unit represents the correct position.Following Mrs. Garrett's death, Mrs. Vogel who is Mrs. Garrett's daughter has been in correspondence with the Attendance Allowance Unit in Blackpool to determine whether her late mother could establish either statutory or extra-statutory title payment to Attendance Allowance (AA).The letters to which you mention were with regard to this subject but were for entirely different purposes. Due to the confidential nature of this matter I have written to you separately and in greater detail about it.I hope that you find this reply helpful.
