To ask the Secretary of State for Transport what is his current estimate of the annual cost of traffic congestion on London's roads.

No single figure can be quoted because there is no generally accepted norm against which any measure of congestion can be compared. However, it is an aim of the Department's expenditure and policies to reduce congestion and make the best possible use of available road space.
