asked Her Majesty's Government:

Whether, should electronic tagging for cars be enforced in London and elsewhere, they will ensure that cars used by disabled people who are unable to use public transport will be exempt.

The Department of Transport's research study into the possible introduction of congestion charging in London will look at the potential impact on various groups of road users and the case for making exemptions. The particular needs of the disabled will be considered.

The research project is due to report towards the end of 1994, and it will need thorough evaluation before any decisions can be taken. We are keeping an open mind on the advantages and disadvantages of congestion charging in London.
