§ Mr. Gwilym JonesWhen the River Usk Barrage Bill was given a Second Reading in another place on 13 July the Government indicated that they had no objection in principle to the powers being sought by Newport borough council. The borough council has now withdrawn the Private Bill and has indicated that it will consider seeking the necessary authority for the construction of the barrage through the order-making provisions of the Transport and Works Act 1992. In view of my possible involvement in the consideration of the Usk barrage proposal under these provisions it would not be appropriate for me to comment.
