§ Mr. ForthNursery education in Wales and Scotland is the responsibility of my right hon. Friends the Secretaries of State for Wales and Scotland. Fifty-one per cent. of three and four-year-olds attended maintained and independent schools in England in January 1991. The figure for maintained schools alone was 48 per cent., that for maintained nursery schools and nursery classes of primary schools was 25 per cent.
