To ask the Secretary of State for the Home Department whether persons sentenced to imprisonment before October shall have access, in accordance with the Criminal Justice Act 1992, to parole documentation which was written and submitted after October; and if he will make a statement.

There is no statutory requirement in the Criminal Justice Act 1991 for prisoners to have access to parole documentation. Prisoners sentenced before 1 October 1992 will continue to have their cases reviewed under the current arrangements by local review committees and the parole board until 30 September 1994. After that date, they will be reviewed in accordance with the new procedures applying to those sentenced on or after 1 October 1992 which, inter alia, provide for disclosure of dossiers considered by the parole board.
