To ask the Secretary of State for the Home Department how many additional secure places are to be provided for juvenile offenders by 1995; and what is the estimated cost of each place.

I have been asked to reply.

Plans are being prepared to provide an additional 60–65 secure places in order to implement the new juvenile remand provisions in the Criminal Justice Act 1991 by the mid 1990s.

For planning purposes, the cost per place (including professional fees) has been estimated at £200,000. Actual costs will be dependent on a number of factors including size and location of the new accommodation, the competitiveness of the local construction industry, and the level of professional fees incurred. The aim will be to ensure that the design and development of the schemes represents good value for money.
