§ Mr. StewartI recently chaired the first meeting of a steering group, comprising the president and other members of the Convention of Scottish Local Authorities, which is to review the internal management of local authorities. My right hon. Friend is also looking forward to receiving, in due course, a response from the Convention of Scottish Local Authorities to the consultation paper "Shaping the New Councils", which was published on 12 October 1992.
