From what date decisions on which third country nationals will require visas to enter the United Kingdom will fall to be decided by majority voting in the Council of Ministers.
The Minister of State, Home Office (Earl Ferrers)The Treaty on European Union amends the Treaty of Rome so as to provide that the Council of Ministers shall determine the third countries whose nationals must be in possession of a visa when crossing the38WA external borders of member states. Such decisions are to be taken unanimously at the outset, but by qualified majority from 1st January 1996.
