INFCIRC/254 records common principles and guidelines that nuclear supplier states have agreed to follow in considering nuclear exports. Implementation is therefore undertaken by the nuclear supplier states, not the IAEA. In the United Kingdom, application of the recent revisions to INFCIRC/254 will be met from within existing resources.
The arrangements for the application of safeguards in the non-nuclear weapon states of the community are set out in an agreement (INFCIRC/193) between these states, the European Atomic Energy Community and the IAEA. As announced by the IAEA on 29 April 1992, discussions are under way between Euratom and the agency, in the context of IN FCIRC/193, to examine new approaches on the implementation of safeguards. This study has not yet been completed.
