§ Mr. Austin-WalkerTo ask the Secretary of State for Health what steps she has taken to ensure that arrangements for community care will work for people who do not come from stable backgrounds or have recognisable local links.
§ Mr. YeoWe believe that homeless people who need care should receive it on the same basis as all other citizens. Local authorities have statutory responsibilities towards people of no settled residence as well as people ordinarily resident in their areas. We will issue guidance to local authorities early next year to help them determine from April 1993 "ordinary residence" and responsibility for funding in individual cases.
