Whether they will now provide an Answer to his Question of 20th October (asking them to list the 10 most obvious examples of what they have described as an increasing tendency of the European Commission to intrude into the nooks and crannies of national life) replied to on 2nd November (col. WA 114).

The Birmingham Declaration looked forward to decisions at Edinburgh on guiding principles for the application of subsidiarity. Once these are in place it will be possible to judge existing legislation against objective criteria. That is Her Majesty's Government's first priority: discussion of specific examples must wait until later.
