§ Dr. MawhinneyThe consequences of smoking and passive smoking have been the subject of many representations received in the Department. Most recently the Health Education Authority's publication called "The Smoking Epidemic—A Manifesto for Action" locked at the life expectancy of smokers, passive smoking and the costs to the national health service.
