§ Mr. DafisTo ask the Secretary of State for Wales (1) if he will issue guidelines to local authorities limiting the use of bed-and-breakfast hostels to house homeless people;
(2) if he will issue guidelines to local authorities clearly defining their obligations on the treatment of homeless applicants.
