To ask the President of the Board of Trade what guidelines his Department has issued to the Health and Safety Executive on its issuing of import licences for explosives.

Mr. Needham

Under the Explosives Act 1875 and related legislation, the Health and Safety Executive (HSE) is responsible for issuing import licences for explosives. My Department has no locus in the matter and has issued no guidance to the HSE.
