To ask the Secretary of State for Transport what is his decision on British Rail's request for permission to enter into a leasing arrangement in order to fund a new fleet of commuter trains for north Kent.

An order for the 188 Networkers necessary to complete the replacement of rolling stock for Kent link services was placed by British Rail on 10 April 1992. There is therefore no need for a leasing arrangement to fund new trains for Kent link routes.
